Players will no longer lose progress on their weapons when earning prestige.
Treyarch may not be making an attempt to reinvent the wheel with Black Ops 2's multiplayer, but they're certainly going to make a lot of changes to it. Speaking with regards to the game's Prestige system, players should expect to see everything overhauled, says Treyarch's David Vonderhaar.
Typically, when you gain a Prestige level in Call of Duty: Modern Warfare 3 or Black Ops, you'll lose all of your progress on your weapon levels and have to work towards acquiring them once again. This can be expected to change.
He made a few interesting statements on Twitter which imply that players will no longer lose their weapon levels once they prestige.

It's pretty clear how it works. Gain a prestige level, unlock a weapon, and resume your progress on leveling up that weapon.
Black Ops 2 will be out on November 13 for the PC, Xbox 360 and PS3.
